Abstract
Whitehead argued that external standardized testing was necessary. But such kind of testing must be adjusted to the unique situations of an individual school. The author brought forward a solution that is The Module Approach to Self-Evaluation of School-Development Projects (MSS). The MSS grants liberty to the single schools to change one third of the curriculum, while the other two third are prescribed as an obligatory curriculum for all schools. The school liberty is based on the intimate cooperation between the school-based experts, namely the teachers, parents and students.
