The scientific outlook on development has become the ruling principle of the communist party of China and the development strategy of Chinese soceity and the process philosophy are now becoming one of the important thinking resources in China's course of modernization. This paper, on the aspects of process theory, organic theory, holism and theory of creation, and so on., gives a brief analysis on the agreeable spots of process philosophy and the scientific outlook on development, Marxist philosophy and traditional Chinese philosophy. In the case of China, consciously understanding the basic ideas of the process philosophy will help to better understand the scientific outlook on development and promote its implementation in reality in the perspective of "the other".
